The warrant was issued to the the actress for causing an "international uproar" when she visited Japan to stop the annual dolphin slaughter.

March 29, 2008: Real-life hero and whale and dolphin champion Hayden Panettiere has been honoured with the Gretchen Wyler award by the Hollywood Office of the Humane Society of the United States. The Wyler Award is given annually at the Genesis Awards to a celebrity who brings attention to animal causes.
During a conversation with the paparazzi, Hayden Panettiere mentioned that it's time for Japan to "make a change" in regards to it's tradition of slaughtering whales and dolphins.
